DAVID SULLIVAN
Director of Revenue

David Sullivan is the Director of Revenue at Elizabeth River Crossings in Portsmouth Virginia. Prior to assuming his current position, David served in leadership roles as the Executive Director of the Slover Library in Norfolk Virginia, and Chief Information Officer for the City of Norfolk, Hampton Roads Transit and the City of Virginia Beach. Mr. Sullivan holds a Master of Management degree from Cambridge College and a Bachelor of Arts degree in Economics from Old Dominion University.

Mr. Sullivan is a past president of the Metropolitan Information Exchange an association of large city and county CIO’s in North America.  He has served as the Chair of the Information Technology Committee for the American Public Transportation Association, is a member of the IEEE Computer Society, the Association for Computing Machinery, and the Internet Society.

Major projects in which David has served as executive leader, technology leader or sponsor include, Norfolk’s Slover Library and Consolidated Courthouse; HRT’s The Tide light rail and computer aided bus dispatch and automated vehicle location system (CAD/AVL); Virginia Beach’s VBGov.com, the Advanced Technology Center, Emergency Communications and 911 Center, and multiple new libraries and library renovations. He has also led numerous successful ERP implementations, cloud migrations, and major enterprise-wide communications and technology upgrade projects.

While CIO, the City of Virginia Beach was named the nation’s top digital city in 2004 by the Center for Digital Government. He was also named in 2004 as one of the Top 25 Doers, Dreamers, and Drivers in the United States by Government Technology magazine. Projects under his leadership in both Norfolk and Virginia Beach have received Governor’s Technology Awards.

Mr. Sullivan is a native of Norfolk Virginia.
